CPU utilization is not correctly showing in the Dashboard.

In a VM created we have a test application running continuously which allocates few bytes of memory). I am observing "CPU in use" for that VM from the Dashboard.

The "CPU in Use" is not crossing 900 MHz. From command line I saw the %CPU usage using Linux command "ps -aufx" it returns %CPU is above 95%. The CPU we bid is 2.5GHz. So in the dashboard it should show CPU minimum of 2.3GHZ (95% of 2.5GHZ) but it is showing only 900MHZ.
