Control incoming network bandwidth

Description

There is currently no limit on incoming network bandwidth. Limit the maximum bandwidth and try to use filter policing to do non-work-conserving allocation. Work conserving allocation seems to require imq or ifb support, which is not incorporated into the standard kernel.

Added overall incoming network limiting in [3b31de8697cf], but not control of individual shares because of inability to do work-conserving allocation.

Should add non-work-conserving solution for root's traffic so key auctioneer functions will still operate even if incoming bandwidth is otherwise saturated.
